A special election will be held in the U.S. state of Minnesota on March 11, 2025, to elect a new member for District 40B in the Minnesota House of Representatives, representing parts of Ramsey County. The election will fill the vacancy made after the initial election of Democratic–Farmer–Labor (DFL) candidate Curtis Johnson was overturned for his failure to meet residency requirements.

Background

District 40B is located in the cities of Roseville and Shoreview in Ramsey County, in the northeast portion of the Twin Cities.[1]

On November 5, 2024, there was a general election for the Minnesota House of Representatives. Democratic-Farmer-Labor candidate Curtis Johnson received 65.19% of votes and was initially elected to represent District 40B, succeeding retiring member Jamie Becker-Finn.[2] After the election, Republican candidate Paul Wikstrom challenged Johnson's eligibility in court, claiming that Johnson did not live in the district.[3] The judge ruled in favor of Wikstrom's claim, revoking the election result, creating a vacancy for the seat, and shifting control of the Minnesota House from a tie to a Republican majority.[4] Johnson did not contest the ruling and the result was voided.[5]

On December 27, 2024, Governor Tim Walz issued a Writ of Special Election, setting January 28, 2025 as the date for a special election to fill the new vacancy and January 14, 2025 as the date for a primary if needed.[6] After David Gottfried won the endorsement of the Democratic-Farmer-Labor Party,[7] all other DFL candidates for the district withdrew from the race. As such, there will not be a primary election for the seat.[8]

On January 17, 2025, the Minnesota Supreme Court ruled Walz had issued a Writ of Special Election prematurely, and ordered the special election be canceled.[9] After the required time since the start of the legislative session, on February 5, Walz set a new election date of March 11, 2025.[10] A special primary, if more than one candidate files from either major party, will be held on February 25.[11]

Candidates

Candidates will be determined during the special filing period from February 6 to 11, 2025.[12] As of February 7, two candidates have filed, one Republican and one Democrat.[13]

Prior to being annulled, the special candidate filing period was on December 31, 2024, with a withdrawal period on January 2, 2025.[14] In addition to Wikstrom, five Democratic-Farmer-Labor candidates initially filed for candidacy;[14] all but one withdrew prior the deadline, leaving David Gottfried as the de facto nominee.

If more than one candidate for at least one major party files in the new filing period, there will be a special primary election on February 25, 2025.[16][11]
